Distracted Driving (Texting)
Problem Analysis, Policy Descriptionand Stakeholders
Problem Statement: In 2017, 3,166 people were killed in crashes involving a distracted driver. Further, in 2015, 391,000 people were injured in motor vehicle crashes involving a distracted driver. To address this problem, California passed Assembly Bill No. 1785 requiring hands-free use. The bill prohibits a person from driving a motor vehicle while holding and operating a handheld wireless telephone or a wireless electronic communication device, as defined.
This shall be a 4-5 page paper addressing the following:
1. Problem Analysis • The problem section of the paper will focus on the problem the California law is intended to address. • Analyze the who, what, when, where, why and how. • Present a detailed analysis of the texting and driving problem that exists in the United States, focusing on the State of California. • Gather data and statistics to better describe the problem and help the reader focus on the problem. • What demographics are most affected by distracted driving (age groups, gender, etc.) and include possible causes. • Provide statistical evidence for every claim in this section. Remember the “lack of” something is not necessarily a problem.
2. Policy Background• What are the current policies (laws) addressing the issue of distracted driving (texting and driving) in the United States, focusing on the State of California? • How do these laws currently in effect that impact the problem (increasing or decreasing)? • Provide specific details about the law (what are the specific penalty/incentives – what are the exceptions – who is impacted, how long has it been in effect). • What government agencies are involved in the implementation and/or enforcement of the policy? Remember to focus on policies, and not programs for this section.
3. Stakeholders • Present the stakeholders that are impacted by the law, and their specific reasons for concern. Focus this section on the large community organizations (nonprofits) that are likely to be interested in the issue and/or policy. • Do not include general stakeholders like parents, children, etc. Although those may be considered stakeholders, focus only on the larger nonprofit groups that can easily organize support or opposition for the law. Be sure to provide citations and documentation to support each stakeholder.
